TERROR IN FALLUJA

Once a city of 300,000 people, Falluja has been reduced to rubble and become a ghost town. The US assault on Falluja to "stabilize" Iraq has added hundreds to the toll of Iraqi dead: officially "1,400 terrorists, foreigners and Saddamists" - but there is no official count of the civilians. The US has violated the Geneva Conventions in countless ways. Relief organizations have been prevented from helping the needy. Wounded people died, prevented by US troops from getting to hospitals. Hospitals were denied access to medicines and supplies. At least one hospital has been bombed, killing doctors and patients. Hungry children sickened on filthy sewage water, while the dead were left in the streets, unburied. A US soldier was filmed shooting an injured Iraqi in cold blood.

A recent survey published in Lancet concludes that 100,000 more Iraqis died due to the US-led invasion, most from US air strikes and artillery. The report excludes the April 2004 siege of Falluja in which 800 civilian deaths were reported (according to Iraq Body Count; 300 of these women and children) as well as the recent attacks.

When the pretexts for the war - Saddam's mass-destruction weapons and Saddam's alleged support of Al Qaida - were revealed to be blatant lies, Bush's justification became "bringing democracy" to the suffering nation. But now, peaceful protesters in Iraq are arrested, beaten. Journalists are detained and threatened. Media have been warned not to cover the horrific events in Fallujah. The al-Jazeera office in Baghdad has been bombed. News organisations are advised to "stick to the government line on the US-led offensive in Fallujah" and to expound "the position of the Iraqi government, which expresses the aspirations of most Iraqis".

But the "Iraqi government" is widely considered to be an illegitimate puppet government, handpicked by the US and wholly dependent on the US armed forces for its power.

The fighters who resist the US-led occupation are not "foreign fighters" or " Saddam Hussein loyalists", but Iraqis who want their country back. Falluja has become a symbol of Iraqi resistance to alien occupiers and the US wishes to make an example of it, to deter others. The message sent by the attack on Falluja is brutally simple: if you resist us, we will destroy you.

The real terrorists are using artillery, warplanes and bombs to win Iraq and its natural resources for US and multinational firms, for power-crazed ideologues and callous billionaires.

QUI SEME LA TERREUR A FALLOUJAH ?

Ville de plus de 300 000 habitants jusqu'à récemment, Falloujah a été rasé, réduit en tas de décombres et en ville-fantôme. L'attaque lancée par les troupes US sur Falloujah, afin de " stabiliser " l'Irak, n'a fait qu'ajouter des centaines de noms à la liste des morts côté irakien. Les autorités US annoncent " 1400 terroristes, étrangers et Saddamistes ", mais ne comptent pas les morts et blessés civils. Les Etats-Unis ont violé les Conventions de Genève de multiples manières. Les organisations humanitaires ont été empêchées d'apporter de l'aide d'urgence à ceux qui en avaient besoin. Des blessés sont morts, empêchés par les troupes US d'arriver à l'hôpital. Les hôpitaux étaient privés de médicaments et d'autres fournitures. Des bombes ont détruit au moins un hôpital, semant la mort parmi les médecins et les patients. Des enfants mal nourris se sont contaminés en buvant les eaux sales des égouts, des morts étaient laissés dans la rue... On a filmé un soldat américain en train de tirer à bout portant sur une Irakien blessé qui gisait par terre...

Une étude publiée récemment par The Lancet affirme que plus de 100 000 Irakiens sont morts depuis le début de l'invasion, la plupart à cause de frappes aériennes et de l'artillerie. L'article ne prend en compte ni le siège de Falloujah en avril 2004, au cour duquel 800 morts de civils ont été enregistrés (dont 300 femmes et enfants), ni les événements plus récents.

Quand les prétextes officiels pour cette guerre - les " armes de destruction massive " de Saddam et son soutien à al-Qaeda - se sont avérés être des mensonges, la justification est devenue la " démocratisation " d'une nation qui souffrait sous une tyrannie. Mais aujourd'hui, les manifestants pacifiques à Baghdad sont arrêtés et battus. Des journalistes sont détenus ou menacés. Les bureaux d'al-Jazeera à Baghdad ont été bombardés. Les autorités conseillent aux agences de presse de s'en tenir à la ligne gouvernementale à propos de l'offensive à Falloujah et à " la position du gouvernement irakien, qui exprime les aspirations de la plupart des Irakiens ".

Seulement, le " gouvernement irakien " n'a rien d'un gouvernement légitime, puisqu'il a été désigné par les autorités US et s'appuie entièrement sur les forces armées US pour exercer son pouvoir.

Les combattants qui résistent à l'occupation ne sont pas des " combattants étrangers " ou des " partisans de Saddam Hussein " mais des Irakiens qui veulent récupérer leur pays. Falloujah est devenu le symbole de la résistance aux occupants étrangers. L'administration Bush voudrait en faire un " exemple ", pour en dissuader d'autres. Le message implicite de l'attaque de Falloujah est simple : si vous résistez à notre autorité, nous vous détruirons.

Les vrais terroristes, ce sont ceux qui utilisent l'artillerie, les avions et les bombes pour conquérir l'Irak pour mieux servir les intérêts des firmes multinationales US et des idéologues de l'empire américain de l'administration Bush.

SEPTEMBER 11 AND THE UNITED STATES OF AMNESIA

September 11, 2004

September 11, 1973 was the day when a bloody US-backed coup d'état was instigated to overthrow the democratically elected government of Chile. President Salvador Allende died that day and General Augusto Pinochet took over at the head of a military dictatorship, during which at least 140,000 people were arrested and 3,000 socialists and left-wing supporters of Allende were systematically tortured and murdered. All this so that profit, capital and big business could survive in Chile at the expense of the poor. On October 1, 1973, Patrick Ryan, a US naval attaché in Chile, stated that "Chile's coup de etat [sic] was close to perfect".

The scene had looked much brighter for Chile in September 1970. In spite of a massive campaign of destabilization and disinformation by the CIA, the people elected Allende, who called for a redistribution of wealth to help the poor, the nationalization of major industries like copper mining and for a policy of international independence - meaning that Chile would not simply subordinate itself to the United States.

A few days after Allende's victory, President Nixon met with the CIA Director Richard Helms, Secretary of State Kissinger and others. As Helms reported in his notes, there were two points of view. The "soft line" was, in Nixon's words, to "make the economy scream". The "hard line" was simply to aim for a military coup. The US Ambassador to Chile, Edward Korry, was given the job of implementing the "soft line", which he described as "to do all within our power to condemn Chile and the Chileans to utmost deprivation and poverty". Economic sabotage began in order to bring the country to its knees: the USA saw to it that the World Bank and the International Monetary Fund cut off all economic aid when Allende was President. That aid flowed in again immediately after Pinochet took power.

Everything we need to know about the intimate United States involvement in Chile's 9/11 is available in documents at the National Security Archives. Just do a "google" search on "Allende coup Kissinger" or any related word combination. You will discover "Chile and Declassified Documents Relating to the Military Coup" by Peter Kornbluh, with access to those documents.

Anyone who was surprised about the news of Americans torturing Iraqis must have forgotten that the US government has been involved in torture in Chile and numerous other countries throughout the 20th century. Unfortunately, when something happens such as the attack on Iraq and subsequent occupation, Americans without the time to do research do not have a historical frame of reference by which to judge present events.

31 years after the savage destruction of the government of Salvador Allende in Chile, a repeat performance is being planned for Venezuela. An attempted coup in 2003, once more supported by the USA, against the democratically elected Hugo Chavez, was repulsed when throngs of Venezuelans forced the coup leaders to vacate the government offices they had occupied. Vast amounts of US financing for an August 2004 referendum on Chavez's mandate were not enough to bring him down. Chavez won the vote easily, and all the international observers, including Jimmy Carter and the Organization of American States, declared the process as entirely clean. And yet, John Kerry had stated that "Chavez is becoming a dictator". The US Ambassador in Caracas, Carlos Shapiro, was quoted as saying "there is a consensus among these two politicians [Bush and Kerry] when it comes to Venezuela".

What are we to make of this? To those of us who remember September 11, 1973, the similarities are ominous. Chavez faces enemies that Allende would recognise: the 'oligarchies' which held power since the 1950s have declared war on the reforming President, especially his modest agrarian reform that allows the state to redistribute idle land to the poor (77% of Venezuela's farmland is owned by 3% of the population.) Prof. James Petras of New York State University, who has studied the subversion of the Allende government, says "the IMF and financial institutions are fabricating a familiar crisis. The tactics used are very similar to those used in Chile…a false picture of Chavez as a dictator is established, then the military is incited to make a coup for the sake of the country.". Unfortunately, such historical comparisons are largely absent from official American discourse - and don't expect to find them in the major media in the US. They abdicated long ago their responsibility to keep the public informed and to help analyze current events.

September 11, 1973 is but one of many significant dates that have been effectively erased from the collective memory of the American public, but no political struggle can be won without bringing history back into the collective consciousness. For over a century, the United States has maintained political and economic domination over Latin America, overthrowing elected governments and training thousands of Latin American military officers in the techniques of torture and domestic repression at the infamous "School of the Americas" at Fort Benning, Georgia.

Americans, please be aware that every surviving victim of Chilean torture, every Chilean parent of a "disappeared" student, every Chilean who lived in mortal terror knows that, without American involvement, exemplary Chilean democracy would not have been destroyed by a violent and brutal dictatorship.

Le terrorisme d'État a jeté le masque. Sous le prétexte fallacieux de la " guerre contre le terrorisme " (comment battre un " -isme " avec des tanks et des avions ?), l'État terroriste le plus puissant du monde a entrepris d'assassiner des dizaines de milliers de civils et d'hommes en lutte (en tant que résistants à l'agression américaine). Les citoyens américains, jusqu'ici fiers de leurs droits constitutionnels, se sont résignés à accepter l'érosion de la liberté de la presse, et de leur droit à se rassembler dans le calme et à vivre dans la sécurité de leurs personnes, de leurs habitations, de leurs écrits et de leurs gestes, sacrifiés à des perquisitions et saisies sans raison - prix minime pour acheter la sécurité, n'est-ce pas ?

Quelques semaines seulement après l'attaque sur le World Trade Center, le Président de la Russie, Vladimir Poutine, réussit à convaincre les dirigeants occidentaux que sa guerre brutale d'oppression contre les Tchétchènes faisait partie de la " guerre contre le terrorisme " menée par les États-Unis. Les protestations internationales, en tout état de cause rares, ont fait place à la sympathie et à la louange. Le Premier ministre israélien, Ariel Sharon, a trouvé dans la " guerre contre le terrorisme " un prétexte rêvé pour assassiner des suspects palestiniens, en même temps que des victimes frappées au hasard. Ces exemples de terrorisme d'État ne sont pas nouveaux, bien sûr, mais ils se sont revêtus d'une légitimité terrifiante. N'est-ce pas une évidence que le monde est plus dangereux, plus violent, plus instable, plus injuste, depuis que le 11 Septembre est devenu le prétexte d'une " guerre contre le terrorisme " dont on ne voit pas la fin ?

Des questions non résolues
La moitié des habitants de la ville de New York sont persuadés que certains dirigeants américains " savaient à l'avance qu'une attaque était planifiée pour le jour même du 11 Septembre 2001 ou pour des dates avoisinantes, et que c'est volontairement qu'ils se sont abstenus d'agir ", selon un sondage de l'Institut Zogby. ON SEPTEMBER 11, 2001? THE WORLD TOOK A SMALL STEP BACKWARD.

State terrorism took off its mask. Under the illogical pretext of "war on terrorism" (how do you defeat an "ism" with tanks and planes?), the most powerful terrorist state on Earth set out to murder tens of thousands of civilians as well as combatants resisting US aggression. US citizens, heretofore proud of their constitutional rights, humbly accepted the erosion of their free press and their right peaceably to assemble and to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures - a small price to pay for security, right?

Only weeks after the attacks on the World Trade Center, Russia's president Vladimir Putin convinced Western leaders that his brutal war of oppression against the Chechen people was part of the U.S.-led "war against terrorism". International reproaches, admittedly rare, gave way to sympathy and praise. Israeli Prime Minister Ariel Sharon found "war with terrorism" a ready pretext for assassination of Palestinian suspects and random victims alike. These examples of state terror are not new, of course, but they have acquired a terrifying legitimacy. Can there be any doubt that the world is more dangerous, more violent, more unstable and more unjust, since 9/11 became an excuse for a "war on terrorism" with no end in sight?

VIETNAM, THIRTY YEARS LATER:
AMERICA'S EMPOISONED LEGACY

The truth is out! The American invasion of Iraq was foisted upon the US and the world by arguments now generally recognized as false.

Thousands of innocent Iraqis met a horrible death or suffered lasting wounds and permanent mutilation under an avalanche of American bombs and unprecedented fire-power. But the famous “weapons of mass destruction” allegedly held by the Iraqis were never discovered, and Iraq’s links to Bin Laden were never demonstrated.

Meanwhile, in faraway Vietnam, tens of thousands of innocent people are to this day suffering from the effects of the deadly chemical products sprayed over vast areas of the country between 1961 and 1975 by the US armed forces. The military aims of those attacks are known: to deprive the local population of its food supply and to eliminate the abundant foliage that served as camouflage for the Vietnamese partisans defending their homes and farms. A United Nations report shows that one-fifth of Vietnam’s forests were destroyed by those American attacks. The result has often been described by scientists as the “greatest ecological disaster in human history.” In the process, the country’s rivers and lakes were hopelessly polluted, and livestock decimated.

Today, an unusual legal action is being launched by a group of Vietnamese citizens, victims of the chemical warfare waged by the US. They have formed an organization called the Vietnam Association for the Victims of Agent Orange/Dioxin, dioxin being the deadly poison sprayed over the forests of Vietnam thirty years ago and Agent Orange the name by which it is familiarly known because it was stored barrels painted orange. The victims are demanding financial compensation for the damage inflicted by a multiplicity of diseases provoked by Agent Orange - cancer of the prostate and of the lungs; blindness; grave birth defects and malformations, etc.

And who are the defendants in this significant civil suit? Since the US Government cannot be tried or sued for the consequences of its military operations, the designated defendants are the private companies that have been reaping fabulous profits producing and selling the herbicides in question: Dow Chemical, Monsanto, Thompson, American Home Products, US Rubber, and many others. In support of their claims, the Vietnamese plaintiffs are invoking an array of international and national laws and treaties - for example, the 1925 Geneva Agreement against the use of poison gas, the 1949 Geneva Convention for the protection of civilians in time of war, the 1945 Nuremburg Agreement for the prosecution and punishment of war criminals, the United Nations Charter, and others.

Back in the 1980’s, a group of American Vietnam war veterans won financial damages from the major chemic companies in an out-of-court settlement between the veterans and the firms concerned. But the Vietnamese victims received not a penny. That omission is now about to be challenged. The Eastern District of New York is scheduled to hear the claims of the Vietnamese plaintiffs in September. We heartily support this important class action. It throws a glaring light on the 'morality' and 'legality' of US actions on the world stage today and yesterday. And tomorrow?

June 30th Transfer of Sovereignty to Iraq - A Sham

JUNE 30TH TRANSFER OF SOVEREIGNTY TO IRAQ - A SHAM

Sovereignty means political independence, freedom from external control. With the so-called transfer of sovereignty in Iraq on June 30, the Iraqis will have no more autonomy than they have now, when the coalition forces are in charge. To draw attention to this charade, Americans Against the War will join with other Paris-based peace and justice groups at la Fontaine des Innocents (les Halles) on Wednesday, June 30 between 18h and 21h to call for:
· An end to the occupation
· Iraq for the Iraqis
· Bring the troops home
· Unconditional reparations to rebuild the country

Despite the fact that Bush and Co are trying to dupe the American public before the November elections, and despite U.N. Resolution 1546 which reaffirms the independence and sovereignty of Iraq, the Iraqis will not gain their sovereignty on June 30 because:
· The 138,000 U.S. troops and 23,000 from other nations will remain for an indeterminate time, under the control of the Americans, with immunity from Iraqi law, free to conduct their operations without the approval of the interim government
· Contracts with foreign contractors (Halliburton, Bechtel, and others) signed during the occupation for the alleged reconstruction of the country are irrevocable and cannot be reviewed, leaving millions of dollars in potential and essential revenue beyond Iraqi control
· Oil revenues, the principal source of income for the country, the world's second greatest oil producer, will continue to be deposited into a development fund set up by the United Nations under the period of sanctions, and of those funds, most have been earmarked (billions to the Saudis and Kuwaitis for reparations, millions for countries demanding debt repayment)
· Management of reconstruction and other civilian tasks will be handled by the new U.S. embassy of some 3,000 Americans ensconced in the heavily fortified Green Zone
· The new Iraqi government has been handpicked by the U.S., with many members having connections to the CIA, most having lived outside Iraq as members of U.S.-funded exile groups, two cabinet ministers being U.S. citizens, and is seen by many to be a puppet government, wholly dependent on the US armed forces for its power
· Hundreds of U.S. "advisors" will be attached to Iraqi government ministries

This sham of sovereignty is being perpetrated by the Bush regime:
· To give American voters, just four months before the elections, the illusion that the war in Iraq has been successfully resolved
· To keep multimillion dollar contracts for oil and reconstruction-the major reason for going to war-in the hands of the neoconservatives and the multinationals who helped put Bush and Co in power
· To enable the military industrial complex to continue generating profits

A majority of both Iraqis and Americans recognize that this alleged handover of power is a charade and want the U.S. to leave Iraq to the Iraqis:
· 92% of Iraqis consider the U.S. an occupying power
· 80% of Iraqis have no confidence in the U.S. civilian authority or coalition forces
· 67% say the violence has increased because of the lack of confidence
· 55% say they would feel safer if the coalition forces left
· 61% of Iraqis oppose Iyad Allawi, the new prime minister
· 41% say the Americans should leave immediately, more than half say they should leave within the next few months
· 48% of Americans say Iraqis should have the final say over the presence of U.S. troops
· 52% of Americans say the war was not worth fighting
· 42% say the U.S. should withdraw now
· Large majority of Americans says the new Iraqi government and not the U.S. should control Iraq's oil industry and handle distribution of aid from other nations

Just as the June 30th "handover" won't give Iraqis sovereignty, it won't give them peace either, as recent violence and ongoing fighting suggest:
· Falluja, just one of many cities, continues to be bombed and attacked by the U.S. forces, with some 900 civilians having lost their lives there, more than were killed in the My Lai massacre in Vietnam, with much of the town reduced to rubble.
· Since January attacks on U.S. led forces and foreign civilians have increased threefold.
· Assassinations of Iraqi political leaders and foreign civilians have escalated, as has sabotage of oil and electricity lines.

The insurgency continues because of the presence and viciousness of the occupying forces. The notion that fighting among the different groups within Iraq will devolve into a bloodbath when the self-proclaimed peacemakers depart has been discredited by a survey of Iraqis taken by the CPA. It shows that 64% of Iraqis believe that the acts of the insurgents have in fact united the country.

Americans Against the War condemns the Bush regime and those Congress members who have continued to support this illegal, immoral war that has brought untold suffering to the general populace. It has left the majority of Iraqi citizens proclaiming that things were better under Saddam Hussein, whose ouster the U.S. used as another pretext for occupying Iraq.

La souveraineté suppose indépendance politique et liberté d'agir sans contrôle extérieur. Malgré le soi-disant transfert de souveraineté le 28 juin, les Irakiens n'auront pas plus d'autonomie qu'ils avaient avant.

Le mercredi 30 juin entre 18 et 21 heures à la Fontaine des Innocents (Les Halles), se réuniront AAW (Américains contre la guerre) et d'autres groupes pour la paix et la justice basés à Paris, afin de souligner cette imposture et d'exiger :
- La fin de l'occupation
- L'Irak pour les Irakiens
- Le retrait des troupes américaines
- Des réparations inconditionnelles pour la reconstruction du pays.En dépit des efforts de Bush et Cie pour duper le public aux Etats-Unis avant les élections présidentielles de novembre prochain, en dépit de la Résolution 1546 de l'ONU réaffirmant l'indépendance et la souveraineté de l'Irak, les Irakiens ne recouvriront pas leur souveraineté le 28 juin pour les raisons suivantes :

- Les revenus pétroliers, source principale de devises pour ce pays, deuxième producteur mondial de pétrole, continueront à être placés sur un fonds de développement créé par l'ONU lors des sanctions votées contre l'Irak de Saddam Hussein. Ces revenus ont été en grande partie déjà attribués (plusieurs milliards de dollars de réparations iront à l'Arabie Saoudite et au Koweït ; des millions iront en remboursement de dettes contractées avec des pays tiers).
- La reconstruction et d'autres tâches qui devraient revenir aux civiles seront gérées par la nouvelle ambassade américaine, au total 3000 personnes opérant dans une "Zone Verte" hautement sécurisée.
- Les membres du nouveau gouvernement irakien ont été soigneusement sélectionnés par les Etats-Unis. Plusieurs de ses membres sont liés à la CIA, pour la plupart des exilés soutenus financièrement par les USA. Deux ministres détiennent la nationalité américaine. Les pouvoirs de ce gouvernement reposent entièrement sur l'armée américaine et beaucoup le considèrent comme fantoche.
- Des centaines de "conseillers" seront attachés aux ministères irakiens.

Le but du régime Bush ?
- Créer l'illusion quatre mois avant les élections présidentielles que l'aventure irakienne s'est soldée par un succès
- Garder les contrats juteux de pétrole et se garantir la reconstruction pour les néo-conservateurs et les multinationales qui ont œuvré pour mettre Bush et Cie au pouvoir, car ce sont les motifs principaux de cette guerre
- Engranger des profits pour le complexe militaro-industriel.

La majorité d'Irakiens et d'Américains savent que ce soi-disant transfert de pouvoir est une charade et souhaitent que les USA laissent l'Irak aux Irakiens :
- 92% des Irakiens considèrent les USA comme un pouvoir d'occupation
- 80% des Irakiens ne font confiance ni à la CPA (l'autorité civile américaine) ni aux forces de la coalition
- 67% pensent que ce manque de confiance a eu l'effet d'augmenter la violence
- 55% se sentiraient plus en sécurité si les forces de la coalition partaient
- 61% des Irakiens s'opposent au nouveau premier ministre, Iyad Allawi
- 41% souhaitent un départ immédiat des Américains ; plus de la moitié souhaitent leur départ dans les mois à venir
- 48% des Américains considèrent qu'il est aux Irakiens de décider du départ des troupes américaines
- 52% des Américains pensent que l'on n'aurait jamais dû mener cette guerre, et 42% que les USA devraient se retirer immédiatement ;
- Une grande majorité d'Américains pensent que la gestion de l'industrie pétrolière, comme la distribution d'aide étrangère, devraient revenir au nouveau gouvernement irakien et non pas au gouvernement des Etats-Unis.

De la même manière que "la remise des pouvoirs" le 30 juin ne donnera pas la souveraineté aux Irakiens, elle ne leur donnera pas la paix non plus, comme le suggère la flambée de violence et les récents affrontements :
- Comme ailleurs, les décombres de Fallouja continuent d'être bombardées par les forces américaines. Un plus grand nombre de civiles y ont trouvé la mort -- quelques 900 -- que dans le massacre de My Lai au Viêt-nam
- Depuis janvier, les attaques contre les forces américaines et les civiles étrangers ont triplé
- Les assassinats de politiques irakiens et de civiles étrangers ont augmenté, tout comme le sabotage des pipelines et des lignes électriques.

La présence des forces occupantes ainsi que leur brutalité alimentent la révolte. La notion que le départ des pacificateurs autoproclamés enchaînerait un bain de sang parmi les différents groupes qui s'affrontent, a été discréditée par un sondage commandé par l'autorité provisoire elle-même. Selon celui-ci, 64% des Irakiens considèrent que le soulèvement a eu l'effet de réunir le pays. AAW condamne le régime Bush et les membres du Congrès qui continuent à soutenir une guerre illégale et immorale, apportant une souffrance incalculable à la population et contraignant la majorité des Irakiens à déclarer que la situation était préférable sous Saddam Hussein, dont le départ était justement un des prétextes invoqués pour occuper l'Irak

TIME TO STOP TORTURE

By allowing, condoning, and ordering torture, the US has violated a number of international treaties as well as its own Constitution.

What are the laws concerning torture?

Amendment VIII of the US Constitution prohibits "cruel and unusual punishment".

Article 5 of the Universal Declaration of Human Rights (1948) proclaims, "No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment."

The Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, ratified by the US in 1994, requires each contracting party to "take effective legislative, administrative, judicial or other measures to prevent acts of torture in any territory under its jurisdiction" and continues, "No exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political in stability or any other public emergency, may be invoked as a justification of torture."

The Third Geneva Convention Relative to the Treatment of Prisoners of War (1949) states: "No physical or mental torture, nor any other form of coercion, may be inflicted on prisoners of war to secure from them information of any kind whatever. Prisoners of war who refuse to answer may not be threatened, insulted, or exposed to any unpleasant or disadvantageous treatment of any kind."

The Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War (1949) prohibits "violence to life and person, in particular murder of all kinds, mutilation, cruel treatment and torture; outrages upon personal dignity, in particular humiliating and degrading treatment;" … and "the passing of sentences and the carrying out of executions without previous judgment pronounced by a regularly constituted court, affording all the judicial guarantees which are recognized as indispensable by civilized peoples."

Is the US bound by these Conventions?

Treaties which the US has ratified are considered just as binding as any US law.

How does the US treat its prisoners of war and other foreign nationals in detention?

Since the publication of photos taken in Abu Ghraib, the practice of abuse, humiliation and torture by US prison personnel are undeniable, including torture resulting in death. Former prisoners in Bagram, Kandahar and Guantanamo have described being torture victims.

In 2003, the US may have crossed a new and particularly dangerous line with the publication of a report, classified "secret", in which civilian and military lawyers argue that, as commander in chief, the President has the authority to approve almost any interrogation methods including torture.

There is no justification for torture. The United States must act in accordance with international human rights and humanitarian law obligations. In flouting international law, the US is setting a dangerous precedent. US soldiers, if taken prisoner, will also require the protection of law. Governments that remain in power by instilling fear of imprisonment, torture or death are not governments of the choice of the people. The US government cannot hope to obtain security or democracy in Iraq by using these same repressive methods.

Vous allez recevoir le président George W. Bush en France les 5 et 6 juin 2004. J'espère que la France restera fidèle à son engagement pour le droit international, dont M. Bush fait fi. Les guerres lancées par M. Bush, responsables de milliers de morts, ont rendu le monde plus dangereux. Cette politique porte atteinte à la mémoire de ceux qui se sont sacrifiés pour la liberté et la démocratie.

Veuillez croire, Monsieur le Président, à l'assurance de ma très haute considération.

L'IRAQ : NOUS EXIGEONS LA FIN DE L'OCCUPATION

Il y a un an, dix millions de personnes autour de la terre ont manifesté contre le projet américain pour l'invasion de l'Irak. Notre groupe de citoyens américains vivant en France en faisait partie, bien sûr. Notre opposition à la politique belliqueuse de notre pays d'origine n'a pas diminuée.

Déjà en octobre 2002, quand l'administration Bush démontrait son dédain pour le droit international en menaçant l'Irak, Americans Against the War ont compris que les raisons officielles avancées pour justifier l'invasion occultaient d'autres motifs, notamment la volonté d'instaurer une domination américaine militaire, économique et géopolitique dans la région du Moyen Orient. Aujourd'hui, il est évident que les "armes de destruction massive" de Saddam Hussein n'étaient qu'un prétexte. Quant à l'instauration de la démocratie en Irak, comment un régime illégitime d'occupation militaire peut-il contribuer à l'éclosion de la démocratie?

Le déroulement de l'occupation confirme nos pires craintes. En Irak, l'insécurité demeure chronique. La "reconstruction" économique stagne, laissant beaucoup d'Irakiens sans emploi et sans électricité ni eau potable. (Et pourtant, certaines entreprises privées proches de l'administration Bush récoltent des profits faramineux!). La polarisation du monde augmente ainsi que la méfiance vis-à-vis des Etats-Unis, exacerbant les risques de terrorisme au lieu de les diminuer.

Le pillage de l'Iraq est déjà accompli. Des trésors archéologiques d'une valeur inestimable ont été volés. Le pétrole irakien est en train de quitter le pays. Le peuple irakien, déjà endetté depuis la première guerre du Golfe, est censé payer la facture pour les bombes qu'il a reçu sur la tête. Les grandes entreprises telles que Bechtel et Halliburton sont en train d'assurer la mise en place d'une infrastructure de nature hyper-capitaliste.

NOUS EXIGEONS ...

- la retraite immédiate des forces de la "coalition", ainsi que celle des entreprises invitées par la coalition en Irak pour "reconstruire" le pays et s'enrichir,

- la compensation des irakiens par les Etats-Unis pour les pertes, les blessures et les victimes de la guerre,

Enfin, nous estimons que les Etats-Unis doivent présenter leurs excuses à l'Irak et au monde entier pour les avoir si gravement trompés.

L'invasion ayant détruit les infrastructures civiles essentielles, la retraite devrait être accompagnée par un mandat international pour aider les Irakiens à tenir des élections transparentes et libres, ainsi que pour assurer l'aide humanitaire, la reconstruction, la sécurité et la gestion des fonds de la reconstruction pendant l'indispensable période de transition. Les Etats-Unis en aucun cas ne devraient participer à ce mandat.
